The U.S. Office of the Comptroller of the Currency (OCC) has announced new guidelines for local banks regarding the issuance of stablecoins under the recently enacted GENIUS Act (General Enabling of New Innovation for U.S.-Currency Stablecoins). The new rules aim to enhance transparency, financial stability, and consumer protection in the rapidly evolving digital asset sector.According to the OCC’s statement, local banks may now issue U.S. dollar-backed stablecoins, provided they strictly adhere to reserve and reporting standards. Specifically, banks are required to ensure that stablecoins are fully backed by liquid assets and to publish audited reports on the status of their reserves on a monthly basis. The OSS notes that the implementation of the GENIUS Act is intended to stimulate innovation among small financial institutions while reducing risks to customers and the financial system. According to the agency, more than 60% of local banks have expressed interest in developing their own digital products based on stablecoins.OSS Director Michael Hsu emphasized:
“Stablecoins can help expand access to financial services and speed up payments, provided their adoption is accompanied by robust regulation and transparency.”
The new rules are expected to take effect within the coming months, and the first pilot projects for issuing stablecoins among local banks are set to launch by the end of this year. The OSS will continue to monitor and update the regulatory framework in light of technological developments and market realities.
